Electronics Question: Pulsing Timer?

I have made a form of a timer. It pulsates a SPDT relay every second. I want a 2 minute timer to shut off a main power but I want it to be based off of my pulsating circuit without an IC. Something that will count the pulses and after the amount has been reached, it activates another relay to serve my function of shutting down main power. Any ideas will help.
