Electronics potential difference?

As DC can't pass through the cap. and 22k is a very large value resistor, I would guess that it is a logic point. The voltage at that point (since you say it is a reset point) most likely is going to be a logic high. The amount is somewhat un-important then, as, if the "reset button" just momentarily goes to ground and forces a logic low to take place, the circuit connected to the other end of the resistor should change state.
To get a little clearer, the 1 uF cap is a noise filter to ground and the resistor is a current limiting path that will decouple the logic pin by changing from a high to a low, what ever the potential (open circuit) at that point before the switch closes.
 
I need to work out the potential difference between a 1micro farad capacitor and a 22k resistor, between the 2 is a connection to a reset pin of a counter, what voltage will the potential difference be at the reset the counter?
 
If the reset resistor it is a 22K one I guess your counter is a CMOS integrated circuit. if is a TTL one then the 22K value it is way to big for the job.For a short period of time the potential on the reset pin will be 0 then will rise up to Vcc(1 logic) but only for CMOS ICs(T=1/RC)!!!This it is call RESET WHEN POWER ON!
