electrician please help.outdoor meter.?

im relocating my meter on my brick home and the power company said i need 2 have a switch beside my meter,im only moving it 5ft on my brick home.why now i need a switch panel?inside i have a main breaker box.do i need the box with all the breakers in it ot do they make a 200A lever switch just to shut off power/thanks for any help.
 
There are national electrical codes,state codes,and your local inspector can require what he deems necessary.We have a summer cottage on Cape Cod MA and the main circuit breaker is located outside under the meter so they can shut off the power in case of a fire.
