Electrical issue with 2002 Chevy Tracker?

My sister's Tracker has a problem with the electrical that we haven't been able to get fixed - we've tried three different places.
Basically the first symptoms came about slowly and progressed slowly. The first stage was everytime you tried to make a left hand turn or hit a big bump it would trigger the windshield wipers to turn on. Not only would they turn on but they go through a cycle of three swipes and then they would freeze. In the beginning they would eventually go back to the off position. The hand control for the wipers would be hard while it went through the cycle but when they stalled you could use it normally.

As of today the hand control on the ssteering wheel is hard and doesn't work until the wipers are down and I also discovered a new symptom while driving it a while back. I could cause a (We all think it's a short of some kind) short circuit when I tried to use the cruise control. Basically I would turn the cruise control system on and that part works, you can also set it and it shows as set on the dash, but about two seconds of cruise the 'short' would trip and kick the whole cruise control off. It completely powers down the cruise control system.
Also instead of the wipers only being triggered on left turns or bumps it happens all the time now.
Driving, parked,reversing - at anytime it wants to it will kick to the three wipes. Also the wipers fail to make the three passes and just stop in the middle of the window and REFUSE to budge - when they stick they don't even want to move when you get out and try to make them move. The hand control moves but doesn't work for the wipers or to use the windshield wiper fluid. Also her radio has acted funny a time or two but I don't know if it's related. My old car's radio does the same thing - changing the station instead of volume that kind of thing. Like I said though I think the radio is unrelated.

I think it's a short or hot of some kind but we haven't been able to fix it and when I checked the circuit breakers they were all good. The auto place she took it too replaced the electrical harness in the steering wheel - I forget what they called it. They wanted 500 to do the work and 450 was for the harness - we found one at a parts place for 50.
A third place said they didn't notice anything - I think if they don't notice the cruise control being kicked off in less than 2 seconds- is that their a place I'm not going to again.

I'm just wondering if anyone has had this or similar problems? We would have to go a pretty good distance to get it to an electrical place and I can't help but to think this is something easy to fix if you know where the short is. She's gotten another vehicle since then and she's looking to sell it in the near future but we don't drive it anymore. I checked kelly blue book and even with minor electrical (which since no one else hasn't told it's not a minor issue- I said it had minor electrical) it valued at 5,000 and I would like my sister to get the best sell out of it she can. Plus it's just plain annoying to not get this figured out!

Any info would be appreciated

it's a 4door, 4 wheel drive, automatic with I think she has about 100,000 miles.
