EGR question for Honda?

Which is more likely to go bad first on a 1994 Accord... A Mechanical EGR Valve that has been cleaned once or the EGR Vacuum Solenoid which is original and never been touched?

I am throwing a code that says one of those are bad. I have tested the EGR valve after cleaning it with a vacuum pump and it seems to operate against a vacuum pump. I have not tested the EGR Vacuum Solenoid yet. I wanted to see what some professionals thought before I got spend 30 dollars on a vacuum tester. I would rather apply the 30 to the part. The pump is borrowed and only measures vacuum it creates.
 
Just apply 12 volts across the terminals of the solenoid while sucking or blowing thru the ports...... this will let you know if its opening and closing properly.

What specific code is listed? Sometimes EGR passages can become clogged and throw a code even when the EGR is functioning normally.
