educating myself on the internet?

when i open the browser, i usually waste my time by browsing random sites.
i was wondering if there was a better way to spend my time online.
i live in japan, so one thing i would like to do is to widen my perspective a bit more.

so please give me some advice on
a) educational websites i can browse
b) a different way to browse the web
