I've recently started to use paint.net. It's relatively easy to use, has a community following offering support and tutorials, is relatively easy to follow. Oh and it's free! My first impressions of it are good. My only gripe is to do some things you have to download additional software.
Another free software i found which might interest you is gimp. From what i've read less user friendly but is more than capable of getting the job done.
