E61: Are installed apps backed up to the memory card?

I have done a complete backup of phone memory to the miniSD memory card a few times now, and I have found that after doing a hard reset and trying to restore everything from the card, only about 25% of my installed applications ever come back after the restore. The rest I have to re-install manually.

I have about 20 apps installed, and it does not seem to matter whether they are installed on the phone's memory or on the miniSD card. Either way, after a hard reset and a restore-from-card, only five or so of them are back ready to use right away.

Is this normal for the E61?
 
I think it's normal for all S60 phones. I upgraded my firmware recently which wiped the phone memory. I did the backup/restore with Pc Suite but after inserting the memory card and starting phone, only very few apps were there. If you wipe the phone memory you will almost definately have to reinstall most apps. Unfortunately thats just the way it is. The Nokia backup doesn't seem to backup application data saved on the phone memory.
