DUI on a bicycle. POLL Question. Punishment fit the crime?

2 weeks ago ( Florida ) I was told to pull over by a sheriffs deputy as I cruised down the sidewalk on my bicycle. As he approached, he told me I was pulled over for not having a light on my bike after dark. Upon his further investigation, he determined I had been drinking. Which I had.. I refused breathalizer and FSB test. I was placed under arrest for DUI and refusal to blow. My drivers license is now revoked for 1 year. Thats my story and do not comment on it. Comment on this question - do you think the punishment fits the crime? Do you think its fair that I should lose my auto drivers license for 1 year? Also, there has never been 1 incident in driving history where a person has wiped out an individual or a family by being drunk on their bicycle. I am putting a bill together for the state senate to change the law and just put a fine on it of $10 dollars.. Would you be for this?
I refused breathalizer b/c I was pretty buzzed and over the legal limit. But, not buzzed that I was falling over.. I knew this cop was going to go for it all - so why bother giving the state evidence. Everytime I drink ( couple times a month ) I take my bicycle. Walking drunk is more dangerous in my opinion. I could be mugged if I walked home at 12AM.. With a bike, I am faster and on my way.
 
The punishment does not fit the crime.
Way too draconian.
A fine would be much more appropriate in those circumstances.
But I would temper that by asking why would you refuse the breathyliser and fsb test in the 1st place. And what are the penalties for those.
