Motogp regs permit a maximum of 21 litres of fuel, (1 litre less than the 990cc bikes). Motogp fuel tanks are designed to hold precisely this amount, and not a drop more. FIM officials measure the fuel load on each bike prior to each race. It's not as if HRC, knowing Hayden's riding style, could've just put more fuel onboard Hayden's bike.
The ECU periodically measures fuel level. If fuel reserves are insufficient to make it to the finish line, the ECU restricts fuel delivery in an attempt to conserve fuel, but the fuel management system is not foolproof. If the pilot rides too hard, he'll run out of gas. Each motogp pilot gets 21 litres and it's up to the pilot to ride in such a way to make it last. That's why the smooth guys, (Stoner, Pedrossa, Poojabber), make it to the finish line, (albeit, barely. Wow, talk about precision!), and Hayden ran out of gas. He was pusing too hard to stay ahead of Edwards.
If you study motogp you'll see that it's all about smoothness and precision. That's why Stoner and Pedrossa and Poojabber are the best in the world right now. And that's why Hayden ran out of gas just before the finish line in Assen, not 'cause HRC liked Pedrossa more than him.
