Drugs and Alcohol with 18 year olds, the way the media spins it,?

Is it just me or does the media i.e. newspapers, newscasts things of that nature, refer to an 18 year old that gets caught dealing drugs as a man, and if it involves alcohol its a teen, Ive noticed it a lot and just wanted to see if other people see it also or if its just me and this was best place to post the question that i could think of

In most states a 16 year old can be considered a man if they are dealing hard drugs.
