Drug tests for welfare reciprients ?

Should all reciprocates of Welfare/Dole payments be subject to mandatory drug tests before collecting their money?

If they fail, should have their benefits cut completely or reduced significantly?
There are no consitutional issues to this in Australia.
 
I think they should, of course let them be informed about it and be able to refuse the test (and the money of course as well).

If you are living on another's dime, you shouldn't be spending it on illegal substances.
 
I feel it should be mandatory, and if they fail, they lose their benefits. And if they have children, the fact that they are doing drugs should make them unfit to be parents, and the children should be removed from the home.
