driving with a permit and rearend into car in front but they didn't file a claim yet?

I been driving for 3 years now, but only two years with just a permit. I never got into an accident before until a few days ago. I was crossing over a bridge coming from a beach and it was raining like hell and all the cars kept making sudden stops and then going and making more sudden stops and going. The worst mistake I've made was looking to the left traffic and see if they were moving along faster and then I turned back and I saw the car in front stop and I stomped on the brakes but I was going to fast and there was no time to stop and I rear end the lady in front. When I got out and looked at her back bumper she only had paint chip off her bumper, there was no serious damage like cracks or dents, just minor paint chips. Anyways, her daughter was in the car calling the police IDK why! Her mom and I was out the cars and then she ask for my license and I told her I don't have my license and I only have a permit. And she was shocked. Then she told me she called the cops and I was like why did you do that for?! No one is hurt and the cars are fine. She stood quiet and I was so angry I started crying and saying how they are going to revoke my license and tow my car and my 19 month old daughter is in the car and I am not going to get my license until I am 21 now! Before I started freaking out she already wrote down the insurance info and reg info (oh yea not to mention it wasn't my car it was my boyfriend's car and I am not under his insurance)and gave her my boyfriend's number. I was still crying and said why did you call, it was unnecessary to call the cops Can't you call them and tell them not to come. The lady really sympathize for me and called back and said to them that everything is fine and they don't have to come even though they weren't anyways. Then she told me she will let me go and I said thank you and she left and then i left. So i thought ok she will let me go so she won't file a claim and it was done. But the next day her husband calls being a total jerk! said that he will get an estimate on his car the next morning and call back to tell the cost so i can pay from my own pocket. But he has all the insur info. what if i do pay and he still files a claim?? He said if i don't pay he will file a claim and then a police report because i was only driving with a permit What should I do?
