Driving a manual transition car?

Say I'm driving in 4th gear and suddenly something ahead of me is making me stop/slow down, do i change gears to 3rd and gradually go down or do it hit neutral?

Always change down.
going into neutral means you lose power to the drive wheels.

That depends on driving technique, and everyone is different. The description you use of going into lower gears to slow down is called "Down Shifting" If you need to stop quick downshift and apply brakes.
