Highly unlikely - I wouldn't if I were them. Nothing personal as I do not know you - just your age.
Just browse quotes and see what insurance price you get, with quote you do not have to commit to it.
Yes you can drive it but it will be expensive unless you have someone with better and longer driving experience to be the main driver and you as a named driver which will keep the cost down.
With direct line named drivers can start there no claims but only use them with that company to start off with.
