Dress attire for Bob's Steak and Chop House?

I'm going there tonight to celebrate a big birthday, and my friend wants to dress up. However, I noticed that most people say that it's business casual. I want to please my friend, but I also don't want to stick out like a sore thumb. What would you suggest?

The name of the place doesn't sound fancy by any means. I would go in neat, clean, casual attire.
