Dr. Hansimian's hurricane forecast prediction

Who actually makes the decision as to whether or not a storm is named? It's not the same people who make these predictions is it?
 
So let me see...other than 2005, if someone had said 14 or 15 every other year, they would have been very accurate. And this year they are predicting 14? Dangerous prediction.
 
When it becomes a storm. ie when it reaches tropical storm status as recorded by instrumentation. ie sustained winds of 35knts.
 
Recently there was as scientist on NPR that was running through different hurricane scenarios with regards to the oil spill. While it was mostly speculation, one that grabbed my attention was the effect the spill could have on sea temperatures in the gulf. He suggested the oil would trap heat and prevent or interfere with the normal evaporation cycle.
 
Maybe that is our next fight against hurricanes. Spread oil across the ocean, then use Kevin Costner's huge centrifuges to clean it up. Job creation!
 
bring it.. they fucked up predictions mad last year. I can only assume its the same this year.
