Without a cable the only way to get the pictures off is to email them to either yourself or to an email account.
If you have tried this and it won't work, contact your Verizon Store and tell them to activate your phone so you can send pic's.
If you don't have a package (text/flick package) it is going to cost you every time you email one though. It's not much, but, if you plan on sending a lot, I'd consider buying a package.
