Downhill horse confirmation?

I just rescued a mare who is built downhill with lower withers then her haunches (just by a little). Nothing serious. she is still young, so she is very green. I know there is still a chance she will even out, being young, but since she is green, she will go into some bucking "fits" because she has lots of energy (she isnt in pain or anything). Because of this, her saddle slides up her withers and bottom of her neck, and i have to get off, and fix it. It is making training tough.

my question is, is there any type of pad i can put under the saddle or anything so it stays it place? or a special saddle pad? I have lots of TB's that have saddles slide back, because of their tall withers, so i'm not sure what to do with a saddle sliding forwards?

also, if you need to know for any reason, she is a jumper
