Don't you think it should be mandatory to have some sort of intelligence test...

...before getting a dog? really... with all the dumb questions people ask i think there should be a test and maybe a dog parenting class people should attend before gettting a dog. what do you think?
ok i don't mean an actual "intelligence" test- like a "can you actually take care of a dog and know when to take to a vet, or how to train it, or anything that is common sense"
