it's given to you automatically when you have gotten a lot of best answers in specific categories.

When you get so many best answers in one category. Certain categories don't count... (Polls and Surveys, for instance.)

I don't think they ever tell you how many best answers you need to have, but if you're active and know what you're talking about - then you might get it.
