doing high weight, low reps doesnt effect the desired muscle?

when by looking at it this way i realised that if i curl a 17.5kg barbell like 15 times i dont feel it in my biceps, however when i do many reps on a lower weight like 12.5 or 10.5kg i feel it after about 50 reps. I know that high weight low reps helps build mass but for some reason it doesnt work??? whats going on?
