Pregnant with baby # 2

I have a female rottweiler, she should be 1.5 yrs old. She has only been on heat once and if i remember correctly that was roughly 7-8 months ago. Should i be expecting her to go on heat again soon? I have no idea how frequently dogs go on heat. I have noticed her little "bits" are majorly swollen but there is no blood that i can see. If her bits are swollen does that mean she is on heat or about to go on heat? The reason im asking is that she actually got out of my backyard today which is not "normal" behaviour for her. She has never done that. I will be making sure she cant dig her way out again but i would like to know a little more about her cycles. Any info you can give me will be greatly appreciated. Thanks.
