Dogs dodging in road...animal control no help...?

On my way to work every morning there are these 3 large dogs (100-120 lbs each) that love to sit right next to the road. They dodge in the road; chase the cars, bite at the cars. This is a very busy road. Cars are swerving and almost getting into accidents. I have called animal control 3 times in a week. They said "We're asking people not to swerve!!". That if they get hit; it won't be a problem. He said that it is illegal for me to swerve (I'm NOT killing a dog, nor messing up my car on purpose; that almost consitutes insurance fraud). They refuse to do ANYTHING. They said they've had complaints for years, but because they have tags, they are legal and can do what they want. How can the county keep letting him do this? It is dangerous for the drivers. And it is animal neglect at best if the owner thinks it is ok to endanger the animals by letting them play in the road. How can I get this taken care of????
I have called the cops; they keep sending me to the same incompetant Animal Control officer.
 
Surely the RSPCA or PDSA can prosecute the owners for neglect and endangering motorists and pedestrians by being out of control. It is only cats that escape responsibility. What sort of dog owners allow their pets to freely roam - it is illegal and dangerous and they should be prosecuted.
