Dog chasing car! Help!?

I have a 7 month old puppy and she just recently started chasing cars. I live close to the highway so im scared she gonna get ran over! I've even seen drivers try to hit her!!! I think she is doing it because my older dog does it and I guess she told her it was cool or something, but the older dog stays a ways from the vehicle/highway. THe puppy on the other hand (which is a winnie dog) is usually an inch from the moving tire! I don't have money to get her trained properly and I have tried training her with treats, but she didn't take well to that..... Anyone know what I can do?

Thanks for your comments Im going to get a wireless fence. Regular fences are not allowed in my neighborhood, and she is such a small dog so I really don't like to chain her up.
 
You have to begin to let her know that she can not go near the highway. Keep her on a leash and when she give any type of movement towards the highway, give her a correction.

If you can either keep her tied, put up a fence or have an invisible fence put in the yard.

like put a leash on your dogs when they are outside with you,if not keep them in your fensed yard

This question is as dumb as someone asking
How do I stop my dog from eating my shoes,keep them off the floor in a closet
or
how can I stop my dog from eating my dirty laundry,put the laundry in the hamper and in the laundry room

or why does my dog pee in my room?close your bedroom door

My answer is to either fence in a part of you yard or when you take her out hook her on a leash or get a dog lot i hope she stays safe!
