Doesn't sprinting build up your calf muscles?

I'm trying to make it smaller. I'm a teenage boy by the way. It's 14.5 inches for circumfrence and I'm not sure if it's fat or muscle. If I stand up, it all tenses up making it look like it's all muscle, but when I sit down and lift my leg and swing the back part of my calf, then it's all jiggly...
1) IS THIS MUSCLE OR FAT?

I'm looking for an efficient way to make my calves smaller. I know spot reduction doesn't work. But I'm REALLY confused about this topic.

2)DOES SPRINTING BUILD UP YOUR CALF MUSCLES TO MAKE IT BIGGER?

3)WILL STEADY PACE THEN SPRINTING AND THEN REPEATING TO MAKE MY CALVES SMALLER?

4) SHOULD I DO IT EVERYDAY OR EVERY OTHER DAY, FOR FAST RESULTS, AND WHY?
PLEASE ANSWER DETAILLY, I'M GETTING TIRED OF PEOPLE JUST SAYING DO THIS AND YOU'LL BE FINE.
