Does yahoo authorize other websites to publish Q & As or is it done without permission?

I recently discovered that some of my questions and answers are appearing on an assortment of other sites - to which I am NOT a member and did NOT authorize the use of comments.

Is this something "Yahoo" allows, or is this stolen material???
And what to do about it??
