Does Xbox 360 Hard drive Enable Backwards compatablility?

I noticed that the arcade version of Xbox 360 is the only one that isn't backwards compatable. Is that because it lacks the hard drive out of the box or is it because of a bigger difference? I'm going to buy a 360 and I want to get one as soon as possible. Backwards compatability isn't a big deal to me I was just wondering.
