Does touch sensitivity matter when using a keyboard as a MIDI controller?

Sorry if this is a dumb question, but I'm pretty new to making electronic music. I'm a guitar player and don't know much about MIDI controllers.

I want to get a MIDI controller so I can make drum tracks. I've considered buying a dedicated MIDI controller but I've seen some cheap keyboards on Craigslist for literally next to nothing and might go that route first since I don't have a lot to spend. I also considered buying a pad type MIDI controller, but with a keyboard, not only can I make drum tracks, I can add strings, brass, and whatever else to my music.

The thing I'm concerned about is whether or not the keyboard would need to have touch sensitive keys. I know that some of the cheaper model ones don't. If the keyboard doesn't have it, does that mean all the MIDI data sent out of the keyboard will be at full velocity? I assume it would, but wanted to make sure. If I'm right then I definitely want something that's touch sensitive.

So in a nutshell, does touch sensitivity apply when it comes to a keyboard with MIDI output capability?
