Does this sound like the fuel pump is dying on a 1998 Dodge Neon?

It's a '98 Neon, SOHC, about 103,000 miles. It started this summer, where I would go to start the car, and it would always start, but was sluggish to start (would crank several times before turning over). Then, it got worse. If there was less than a quarter tank in the gas tank, it wouldn't start until the gas pedal is pumped a few times. For the past few days, it would start, and then idle erratically, and then stall. If i pumped the gas pedal a few times and rev the engine, that would subside. Today, it idled erratically during stops at traffic lights, and started shaking and bucking a bit while accelerating. Does this sound like the fuel pump is on its way out?
Air Filter looks good, and Spark plugs were replaced last year. Computer has had a chronic "random cylinder misfire" since the knock sensor was replaced, but we've been unable to diagnose, and hasn't given me any trouble. This last detail could be completely unrelated, but in the last week or so, it started making almost a whistling noise when I accelerate. The "fuel pump" trouble didn't really begin until I had a cooling fan sensor, thermostat, and starter replaced this past june.
