does the Wi-Fi USB for the psp still work even when the computer is off?

does the Wi-Fi USB for the psp still work even when the computer is off? i have Linkysys wrt54g router. and also Adaware anti software. Bad spelling, rush!
 
If the USB is plugged into the computer and the power is off then there is no power to run the USB.
