We have a neighbor running several businesses from her home: massage and dog walking. The massage business brings an unwanted element into our quiet neighborhood. The dogs bark continually. The police are too busy to do anything about it. Could we get help from the We Tip site? Or crime stoppers? She does not pay income or business taxes and she earns a lot of money. We are for the most part elderly and are afraid of this woman and some of her 'friends'. Would our best bet be reporting her to the IRS, since the police in Oxnard are overwhelmed? Is it OK to be anonymous?
