Does the VERIZON PALM TREO 700 W CELL PHONE need internet in order for it to be usable?

I have a Contract with Verizon and my phone got messed up so im thinking of buying a palm 700 w treo but my contract didn't come with the internet so is it possible to connect the 700w treo with out having internet on it?or do i need to buy the internet for it as well?
