Does the State give you money for getting into a car accident because of a deer?

My boyfriend and I got into a car accident because of a deer, he swerved to miss it...does the State give you money for that? Or no? My dad thinks they may since the deer caused the accident...

Shouldn't the State be liable because we hit the deer...and it totaled the car...
