does the photographers trick of putting white paper under someones double chin to make..

...it less noticeable work
and can you really enhance someones cheekbones,by putting black paper at the sides of them?

also if the person is wearing white clothing would that work,in making a double chin appear less?

White paper under the chin is to reflect the light so you don't get shadows. It lights up the neck area. For an older person with neck wrinkles you wouldn't want to do that.
 
White paper or reflectors are often used in portraiture and still life work to reflect light back onto the subject; typically when there is a strong light source from one side. Outside in bright sunlight or next to a large window are examples. By using a reflector, light is bounced back on the subject thereby reducing the contrast.
If used under the chin, this will reduce the strength of the shadows and may not make the wrinkles or double chin quite so obvious.
