does the military look at earned or attempted college hours when assigning rank?

I may join the navy and so far I have 26 attempted hours and 14 earned hours out of that 26.I know you need 24 hours to become an e-2
so would I qualify or do they need to be earned hours?
 
I know in the army- you can go in as an E3 for a certain amount of credit hours... go in with a BS you can get E4. Maybe same for Navy IDK. SOrry not very helpful.
 
I know in the Air Force that with a certain amount of college you'll have E3 out of basic training, which means squat other than a small increase in pay. E1-E3 have the exact same authority and responsibility.
 
you need the 24, just because you try they are not gonna give you the rank. It's only 10 that you need clep some test. get the credit it makes a difference and more money
