does the law in thailand allow foreigners to hold power of attorney?

if a thai owner of land can cede power of attorney with respect to that land to a foreigner then this mechanism would offer a better loophole through thai laws prohibiting foreign ownership of land in thailand than the ones used these days. what are the power of attorney laws in thailand? if it is possible for the legal thai owner of the land to cede power of attorney to a foreigner then that foreigner will enjoy more secure property rights than by any other means of which i am aware.
