...against it.? What im asking is does it have the man power and resources to control the population by force.Do you think our soldiers or police would kill citizens if directed too. Or would u.n. forces be needed from other countries.Im looking at these "theories" and it seems hard to accomplish in my opinion

it depends on the kind of Martial law for what reason, if the military combined with the police working together it would not be that hard to have martial law but there are to many variables like you said who would go along with in the military & police

*EDIT* the UN cant control people living in grass huts in Africa how the he* would they do anything in the US military wise lol

The government will do what they want to do. Don't be fooled into thinking that you have any rights at all. People don't even stand together to prevent the most simple things, you really think they can manage to do it for this?

The US government most certainly has the right to declare martial law. I think we probably have more than enough troops to carry out the process, far more than enough should they all be stateside.

Soldiers are soldiers and will carry out their orders,( of course you will see some refuse to do so ), but I don't understand why the troops would be at odds with law enforcement. Martial law is used to control hostile environments in which the police simply are not enough.
