Laws passed in support of the global warming do. The reason is they limit what fuels can be used to make and transport goods. This cost then gets passed on to the consumer. This means consumers can buy less.
Another thing laws can do it eliminate some products forcing companies to retool factories which again ultimately passes on to the consumer.
Another set of laws is looking at passing taxes for environment issues. For business this will again pass a cost on to the consumer, and for individuals will just cut their available cash.
Its not a conservative or liberal argument at all. Its an economic issue.
Some laws intended to help consumers are usually in the form of tax breaks for buying certain products. This can go either way for the economy because if demand rises too fast, so does the cost, or it can be a short term boost to a specific sector.
