...Obama to pass a budget in Congress? He couldn't do it when he had a majority how is he plan to do it when he needs 63 GOP House members to approve his budget?


Earlier in the month, House Democrats had passed a continuing resolution providing funding at current levels through the rest of the fiscal year, while Senate leaders had attempted a $1.1 trillion omnibus bill providing $19 billion in funding above 2010 levels. Neither proposal could win the 60 votes needed to defeat a GOP filibuster in the Senate.

Do you even understand how a budget is passed? It has to clear the House before it goes to the Senate. Just because you have a majority still in the Senate doesn't mean the Senate can make rules doesn't mean those rules trump the Constitution.

The Constitution demands that both the House and the Senate must pass a bill, including a budget, before the president can sign it into law.
