Does the defendant need to sign a divorce decree if they signed a waiver of service?

I'm in the Bexar County in the state of Texas. My estranged spouse is somewhere in Alabama i think. He signed a waiver of service and i'm pending my courtdate. Does he need to sign the divorce decree in order for it to be final? On the waiver he signed it stated " I understand that by signing this form i am entering an appearance, and it is a substitute for going to court and telling the judge my side of the case. I do not want a testimony in this divorce record. And, i agree that a judge, associate judge, or appointed referee of the court may make decisions about my divorce, even if the divorce maybe filed in another county or state."
