Does the Casio Brigade require a data pack through Verizon?

At the bottom of the page, it says it requires a $10 data pack or $5 push to talk fee... is there no way to opt out of either of these?
I have read some places online that the data pack is no longer required... did Verizon simply not remove that from the phone description page? or have I just been misinformed?
