Does Ruber Cement hold Metal? And How Much Would A Can of Black Spray Paint Cost?

This Halloween, I decided to go all out and make myself a Borg costume from old pieces of computers and wires. I just bought a container of Ruber Cement and I want to know if it sticks well to metal.
