Mercury is extracted from a red mineral called "cinnabar" when smelted in a furnace. It has no WMD potential because its only effects are poisoning through massive doses or mutations through birth defects. These effects are far to expensive(1) or slow(2) for a WMD. WMD's require surprize and speed of massive lethality to be effective terror weapons.

No, it's only a pigment, the red mercury that u see in a thermometer is a mixed solution of mercury and some other substance, its normal color would be a metallic color of grayish blue. So far that i know, it hasn't been used in weapons of mass destruction, but it could in the future and cause serious damage.
