does putting your hand in the fish tank hurt the fish?

tropical fish tank, 35 litre, still cycling, got 2 guppies 1 male 1 female

i need to change the position of my filter so it blasts the surface water to create more O2.

will it hurt the fish if i dip my hand in to try and move the filter?

also when cleaning. can you keep the fish in the tank?

and does anyone know where to get a cheap manual syphoner with a squeezy pump to do water changes without using cups and jam jars haha

if your hands are clean..i dont think there will be problem. guppies are social animal and comunity fish. but as a practise , this is not good . fish specis such as discus and red caps, it is harmful to fish. they get stressed.
 
Oh, don't worry about it! I hav fishes too! When I clean the water it doesn't hurt the fishes at all! Infact, a lot of fishes enjoy it while we change the water, like mine. And umm.... I really don't know where to get that cheap............. but I may know where to get it in ITALY! And I know that u don't live in ITALY but if you do, then thats good. And u'll find it in a cheap shop market called "Cheap Discount Market" or "The Frankies" in Italy.
