Does putting rocks or tank decorations into a fish tank affect the fish?

I have had 4 fantails in my tank with nothing more than some gravel and a filter for a number of weeks. I have been doing water changes and not over feeding them and the whole time they have been quite active. I decided to put a decoration in that looks like coral ( bought from an aquarium) and since then the fish seem to mostly stay at the top or bottom of the tank and don't swim around much. Have I done something wrong by trying to make their home nicer for them?

Depends on what the decorations are. If they are fake plants and tunnels than yes it does affect their activity. Fake plants and those tunnel/cave things gives them a place to hang out and explore, which they really love! My male betta LOVES his cave I got him. It has three openings and he will go in one and pop his head out the other and then go back in. Tunnels and caves look nice. I don't think you did anything wrong. I think the reason they are staying under is so they can swim around and explore. Also, did you clean the decorations before putting them in there? If not you should take them out your fish immediately, drain the water, clean everything out including the decorations, and then put everything back.

Well, you're really suppose to put the decorations in the aquarium, before you put the fish in. But I think your fish should be fine. They're probably just getting used to their new environment. So you shouldn't worry. An empty aquarium causes your fish stress, because it makes them fill like they have no place to hide.

I hope I could help.
Oh, and if your fish are still acting ok with the decoration you just put in, then you should probably add a couple more. But be careful and don't overcrowd your aquarium.
