does ps3 have voice chat on psn?

OK so i am thinking about asking my mom for a xbox 360 or a ps3 for my birthday, all i do is online gaming and the game itself. I don't care about internet or face book access stuff like that. i just want to be able to vs my friends and talk to them with out calling them. BTW its 2010 while i am writing this so Ps3 is cheaper. But is there a mic like xbox 360 so i can talk to my friends. i don't mind paying for it. OR should i wait for ps4 or xbox 720
