does probate court have jurisdiction over these accounts?

the 2 reps. have lawyers so no need to recommend any.
There are 3 accounts and all had to be reported on the probate inventory list as does all estate assets. But, none of these accounts were in probate, they are "pay on death" or "transfer on death".
Dues to complications of the rest of the estate these 3 accounts are still open. 2 are IRA's, and the other is an individual account. I know the IRA accounts are not probatable. But, the question is which court has jurisdiction over these 3 accounts? The legal departments. at all 3 told me it would take a court order for one beneficiary to get their funds without the paperwork for both beneficiaries being in the main office, since the value of these accounts change every minute of the business day and have to be closed at the same time. The legal departments could not tell me what type court order was needed since it is rare for one person or another to withhold paperwork. Maybe the individual account which is probatable can be released with a probate court order, and the IRA's require a different court. Any one know from experience or being a paralegal or a lawyer?
The accounts have actually grown over 10% in the period 6-30-09 to 9-30-09 while in limbo.
