Does Northern Ireland Count As A Different Country From The Republic of Ireland?

Is Northern Ireland a separate country from the rest of the Island that Ireland is on? If so, does anyone know why, and also, does Northern Ireland then count to the United Kingdom along with England, Scotland and Whales?
