...our gardens? my neighbour believes he has the right to come in my garden at any time to do anything to the fence. He painted once before with the permission of my ex but I am not happy for this arrangement to continue as I am a single parent and feel intimidated by him. He is threatening to see a solicitor.
he also is accusing me of damage to the fence because there are some wires fixed to the fence, you know the sort plants climb up?
 
If in the UK, no. He has to ask your permission, which you are quite entitled to decline if you so choose. If he 'threatens' to see a solicitor it is no concern of yours. He will just be wasting his own money, if true.
If he comes onto your property without permission, despite you warning him he is committing an act of trespass. You are then entitled to insist that he leaves. If he decline you may use 'reasonable force' to remove him. Normally your partner would frogmarch him off, but you could turn the sprinkler on! Seriously, you could also ask the police to have a word with him, but it is not actually a criminal offence, it is a civil matter.
 
Just tell him with out asking he is tress passing, on your land and you have the right if you feel threatened to phone the police, and do lv if he wont go. then see your own solicitor for leagle advice as well.
